The Meteor Hammer chips away at towers while stunning them, making his siege quicker. It’s not to say the build is bad, but it’s a greedy path for most heroes that buy it. Hammer benefits from a lineup that can snowball, remember this.

Supports get this item when they can execute it from a safe and reliable range. Rubick is a good candidate for the Hammer, as well as Nyx Assassin. Lion is a good choice, complimenting his only AoE disables. 

But Treant Protector benefitted from the item before the buffs to the item were made. A strategy of pushing out waves made hammer perfect for him, as he can pull away if TPs are coming in.
